How can I increase the production of ammunition?

Playing as the Central Powers with Germany I'm only get 7 ammunitions by turn, Austria-Hungary 2, Turkey 1, Italy 0 Bulgaria and Greece and also to 0.
The scrool is always locked for Italy ,it's a bug?
Bulgaria and Greece have no artillery units so it could be understandable
In the scroll of ammunition does the green is the maximum and minimum red ?
Always gives me the same thing no matter where it moves
The first table are the stocks, the rest is what I produce ammunition and spending, or what savings by moving the scroll in money and economics points ?
I'm very confused
I'm played with patch 1.4 without betas the two campaign
