Where do you get the latest patch

It seems from some the the comments that patch 1.04b is available...but can't seem to find where to get it. Could you let me know where to go to download it?

1.04b is a beta patch, so we have a slightly different way of announcing it and making it available, since we want people to be fully aware of what being a beta patch entails.
Having the official patch announced alongside the other official patches is a good idea
