Stacking de H meme région

Dans la règle il est noté ceci:
An HQ may never be stacked with
another HQ in the same hex. The same
for a GHQ with another GHQ.
Pourtant dans le jeu, je me retrouve parfoit avec des situations ou 2 HQ sont placé sur la même case. Est-ce normal?
