River crossing penalty

When attacking Belgrade should there be a penalty (-2 die roll during battle) for crossing a major river when attacking from Zemun(854) and Banat(852) ? Playing the Serbian scenario and didn't see the penalty from Zemun. Looked in the .maps file and the following is the line for Belgrade.

BELGRADE;Belgrade;1048;1049;SER;AT_LandArea;0;TT_Plain;Belgrade;0;1;0;4;PT_NoProduction;HT_NoHarbour;SER;SER;;"{898|?|TT_MajorRiver};{1048|?|TT_MinorRiver}";;;5;"1050;854";;0;;CLT_Continental;0;0;0

The only penalty is if attacking from Vrzac(898) and Pozaverac(1048). Is this right ?

Yes, it's right. The -2 penalty is applied only during the first (and second?) rounds of combat. You'll find also "very large rivers" that can bring random losses when crossed.

So why no penalty when attacking Belgrade from Zemun or Banat which entails crossing a major river ? :confused:

Simply because, as you pointed out, no river boundary is set between Belgrade and Zemun:

That means our scenario editor simply forgot to do it.
