Sometimes the simple stuff stumps me. How do I do this? There are no naval units in the vertical reinforcement placement box. I try to drag and drop it onto a fleet (without an admiral) on map and nothing happens. I try to drag and drop it onto the map itself and nothing happens. What am I missing?

I assigned admirals without problems (drag & drop on a fleet on the map). Maybe wrong spot point on drop?
