follow-up question--ship construction

I am posting this as a new thread because i think some of you who read the original thread may know the answer, but will miss the my follow-up question.
I originally asked how to build smaller ships, AC, CL. and DD since the ship building interface--the first small box on the left next to the flag with the different build options--only provides for the builds of BB, BC, and subs. The answer was that there is a construction box which allosws for the building of the smaller ships in a single step. Where is this box? i have played five turns in my first game and cannot find this box.
