Mutinies with NW=38???

Its winter 1914. Russian NW=38 and Parliament is Hard-Liners. Yet, I get hit by a mutiny.
How can that occur?

It happens by event, no link with NW.

In my opinion, such a catastrophic event should only be able to happen when your nation is already in trouble, not when the war goes perfectly well!
The Random event cards make for replability!

LOL I got hit with the Spanish Influenza in 1914! Do not dispair it IS the Random event cards that DO make this game so highly replayable again and again. Especially VS Human players.
History is not a canned sequence of rational and linears events and predictablity. Enjoy the diversity of the game and play on with more gusto.
It is when we as a people are truly suprised that we rise to the occasion.
