Locked armies & redeployment phase

I’m playing a 4 players game as AH with the latest patch 1.08j at the moment.

Having noticed that a couple of armies in the south of AH (near the Italian border) stay locked (I never noticed that before). In the moment I’m in the year 1916. Is that normal?

During a redeployment phase, I noticed that I can move these locked armies, wherever I want to. The armies stay locked, but seem to participate in battles. Is this a bug?

Sure. They garrison the Italian border.
They will be released in case of war with Italy, or when Italy joins the CPs.

Not a bug, simply a cheat. In theory they shouldn't be allowed to redeploy. So I will add a game improvement to prevent this. On the other side, redeploying them is not a wise choice, because if Italy attacks you, the frontier is ungarrisoned... that's why nobody ever reported such a "cheat".

Locked armies, if attacked, they defend, of course.

I checked the source code and I see this was forbidden in the past. Then it was made possible. Now I sincerely don't recall why I changed it, sorry. But I guess it was a valid reason! :D
So I prefer to keep it as is. ;)
