In this save game, August 1914 Military Phase, the Russian I Army, when activated, cannot move in the region of Gumbinnen to attack the detachment of VIII Army.

However, I can place them anywhere else in East Prussia, even targetting the VIII Army HQ. Only Gumbinnen is barred in this save game.

You're playing in army-by-army mode, no more than one battle can take place in one area. A battle already took place in Gumbinnen. Look indeed the yellow flare around the VIII German army stack in Gumbinnen: it means it was involved in battle and it wasn't defeated (otherwise the color was brown). That's why you can't move in Gumbinnen.

The battle (which I lost) has been fought in Early August 1914, and I am now in August 1914. There haven't been any battle yet because I am having the Initiative.

Is it because a region cannot be attacked twice in Early August and August?

Mmhhh... the two turns have two consequtive Military phases, yes. This could be the reason. I'm not sure if this is right and if this is the reason...

Anyway, I attached your save "corrected", I removed all prior battles fought. So with this save you are no more prohibited to attack Gumbinnen.
