How do you get these guys to surrender? Total occupation doesn't seem to work....so what does?

We introduced a -2 die roll bonus modifier for Belgium and Luxemburg, to make them harder to capitulate. So just have a bit patience. Every Interphase the capitulation check takes place. It will capitulate in the end...
