In the 4 player game as austria you do not get to select your 1914 offensive plan.

Nor are you able to move the secondary fleet out into any ocean but you can move it into the neighbouring coastland water zone. Nor are you able to move the sub either. Is there any possible explanation why? I assume its some rule? But no explanation is given.

Huh, that would be a huge, huge bug.

Are you sure you aren't playing 2 players? Up the war-plan window you will see two flags: Germany and Austria-Hungary. Click on the Austria flag and you'll have access.

If it isn't the problem, for example if the war-plan button is "always" greyed out, click on any AH region. It should brighten up. In my first Russian games I had the same problem.

You are allocated a war plan, you are not allowed to choose one. It simply skips the "choose war plan" bit you normally get.

I ran into this problem in a 2-player game. Could move any fleet I wanted anywhere, but couldn't move the AH fleet outside of the coastal areas.

The only way I can this is that you immediately skip to the Events phase without pressing on the "War-plans" button (the little map square icon on the lower-right corner of the screen).

So:

a) Select any Austria-Hungary region to make the button available
b) Click the "War-plans" button on the lower-right corner of your screen to open up the war-plan window.

Through this window you can also select two additional bonuses to go with your plans to boost things for you at the start of the game.

If you immediately go to the next phase without changing your plan, it will give you the historical plan, which is always preselected by default.

Unless it's a bug specific to Austria-Hungary, I've never had any problem with war-plans... except exceptionally sucky plans as Russia.

Known bug, scheduled for fix. For the time being, in one turn order the movement to a coastal sea, during the following turn order the move from the coastal area to the open sea zone.

Another important improvement on naval stuff is on the pipeline... it concerns gain of control of sea zones (also coastal areas!) and landing! :siffle:

This is the summary of naval landings rules refatoring:
- Landings on enemy beach-heads is allowed now only through friendly controlled sea zones (so including also coastal areas)
- Naval control missions now have effect also on coastal areas bordering the open sea zone targeted by the naval mission
- Naval control of sea zones is now kept till the end of next Interphase
- At the end of Interphase, control of open sea zones is resetted
- At the end of Interphase, control of coastal sea areas to set back to original nationality
