...how do I make the game be AI vs. AI (or, in the four-player mode, AI and AI vs. AI and AI)? I assume I put the AllAI = 1 command in somewhere, but where? Any help, of course, is greatly appreciated!

At least one human player must be present. The game was never factored to work in a all-AI mode, sorry.
