We're still allies, I'm germany, and a AH army is moving though my land taking control of provinces, creating rail flags, etc. this normal?

No...I suppose you are playing 4 Players GC game ?

This is a bug of the 4 players GC, not yet fixed. For single player, please stick to the 2 players GC for now.
