When I have played it have happened several times that you are supposed to draw two events but only one comes up and then you cant continue because you are supposed to draw one more. It have happened several times and its a thing that you can improve on new patches

Had the same problem, I was able to escape out of the screen, save, and the game advanced to the next stage.

How does one "play" event cards? What does it mean to "keep" an event card? Can one only play the event cards that one keeps?

Mmm... it's like a playing cards game. You draw a certain number of event cards, you look at them and you decide which ones you want to keep in your hand, provided you have a limited hand of course. Then, when you have finished, all event cards previously drawn that you haven't kept in your hand, are so reshuffled in the deck! During the game you can do this procedure several times.
You can play events when you want (and when you can according to the event itself).
