Okay,

I have added the city of Sault Sainte Marie in North Michigan and gave it a Harbor. That worked, but I noticed no Harbor Exit Points Lists. I was hoping for Sault.

Is this something I can set? Most cities seem to work when I put a Harbor in an area with Water or River that has a name.

Added an Indian Village in Seminole Florida and it picked up okay
Harbor Exit Points Lists:
Lower Saint Mary
Saint Mary Estuary
Ogelagana

If you are talking about the in game tooltip, the harbour exits don't show on it if the sea/river areas are frozen as the port is blocked and has no exit until spring.
Can this be the case?

I guess starting my scenario in January is bad, as I won't know where the exit points will be until the thaw!
