Interim Regions update for 1.02b

Reports that in patch 1.02b the French West Indies cannot be reached [or departed] by ships has been confirmed.
The attached will correct this for 1.02b.
Unzip the file and run the program.
3 region files will be overwritten.
No effect on saved games [except now you can move your ships
]
