FIW: Inconsistency with Spanish Fleet?

I just noticed something that I thought interesting in my current FIW PBEM (as the French):
1) The Spanish ships that unlock at Cuba when Spain enters the war each have a CC of 1. All other ships have a CC of 0. Is that WAD?
2) When Spain enters the war and the units at Cuba and Pensacola unluck, the fleet at Cuba does so too, however, the lone ship at Pensacola remains locked. Is that WAD?
