In 1753 Campaign, was trying to move my Bateaux up the coast with troops, failed to get by.

Is Cape Hatteras purposely Ocean to keep Bateaux sailing from sailing on the coast?

Yes, its intended.
It seems that area was notorious for his rough sea, so its used to put some limit the unhistorical abuse of massively using bateaux to move troops by sea.
Another way of limiting this is that bateaux can be completely destroyed by bad wheather at sea (with all the units they carry inside). So don't use them on winter.
