dropping tabs or units does not work

have civil war game so understand the basic mechanism. IN the tutorial and then in another site, could not manage to combine units using either method. Help!

If you drop a tab onto another (or a unit onto another) and nothing works, then it is perhaps because they are prevented from being merged with the CTRL-L key.
