Lost ownership of a 100% controlled province?

Not sure if this is working as designed (and bad luck) or a bug:

Situation (1809 scenario):
I (Coalition) lost the battle at Regensburg badly and my army retreated to München. In the same turn I have this in my event log:

So, was I extremely unlucky? I checked the log if this was a scripted event, but it didn't appear to be.

Control != loyalty :)

If this works like in AACW (http://www.ageod.net/aacwwiki/Loyalty#Revolt), an ungarrisoned province loyal to your enemy can revolt. I don't know if Munchen qualifies as ungarrisoned in your case (e.g. if the revolt took place before your retreating force reached it), but this is my best guess.

I think it is not like that, loyalty is different from military control.

As your army retreated to München, you gain a very high military control :

But as coalition loyalty (yours) is certainly very low, you have an increased risk to suffer a revolt and lose the city.
So, you control the region but have lost the structure.
