But if I start NCP in English - continue the game and open the message - then it say´s "Stalemate"!

NCP has not had a "Coordinator" for a long time (if ever), and some of the improvements have not kept pace.
This case (victory messages) is a simple DB text fix. Will correct it for next patch.
