NCP missing Napoleons sign.
And this is only shown, or better not shown, in the german version of NCP.

Your national morale is 87. "National Morale Coifficient" is the impact of your "below-average" National Morale; various game factors will oparate at 95% of their value, i.e. they are suffering a penalty of 5 %. (This is detailed in the tooltip you're displaying, BTW)
Can't comment on the startscreen, since I don't remember how it looks in the English version.

This will be the start screen in the non german version of NCP.

I see now what you mean about the startscreen; thanks for the extra screenshot
