Changing element (model?) sizes

Hi, I want to standardise the size of elements in NCP and my inital objective is to change all of the hits to 8 and men per unit to 100 for line infantry.
I thought that if I wrote a script to change the model data then deleted the model cache it would work but that doesn't seem to be the case. Could you guys give me some advice on how to achieve my aim?
