What happens when a general gets killed?

Historically, when a divison commander is killed, the senior brigade commander, or some convinient extra officer takes ove (after some delay). There are no brigade commanders in the game.
I've been happily studying oobs and trying scenarios. I have wound up with leaders without divisions, but never divisions without leaders.
