Leading foreign contingents without any penalties for the French

Can French generals lead Polish troops (ie without any penalty involved)? And does the ability of French generals to lead German unit mean that even that they could lead Poles and Dutch troops as well? Last question: Are Italians and Neopolitan units considered all Italian and therefore could be lead by a French general with the ability to lead Italian units without a penalty.

To add on to my original question (hopefully I'll get an answer :siffle: ).

In the Spanish campaign, the Spanish armies get really crappy army generals. It is also very hard to promote lesser Spanish generals because they almost always end up on the losing side. On the other hand, its pretty easy to get British generals up to 3 stars. Beresford gets an automatic promotion and Hill usually gets promoted after a few battles. If I replace Blake (of the army of Galicia) or Cuesta (of the Army of Castile) with one of the above, what sort of penalties will I suffer?

Look at the nation tag of each model. The general must be of the same tag, or have an ability giving him this tag.
If not, you pay x2 the CP cost.

Thanks! Does this apply for the Polish units as well? They seem to have a similar flag (ie Imperial flag) though they have different resource pools etc.
