control of cities

just a questuion about the VP gain for control of cities.

For example, I have occupied Moscow almost continuously from August to November. After capture the army has generally stayed in the city, excpet for a couple of turns travelling to neighbouring towns to take them.
Now, the ownership of Moscow on the F5 screen sometimes shows 'French' and sometimes as 'contested'. There are no Russian armies in sight, and revolts by the population are not occuring.. why do I not have control?

I can understand if in the week following conquest ownership may be disputed, but after months, and with no relief army to free the populace, surely the invaders would have the upper hand?

If the region has a high loyalty towards your enemy, you might experience problems like the one you see.

Garrisoning important cities, especially in places with "iffy" loyalties, is a good thing :)

Also, if your Forces are in Passive mode they are not counted as present with regard to military control of a region. This might also be the case.

Having loyalty below 50% for your side will also reduce inevitably your military control level.

i will station more armies and keep them at least at 'defensive' i suppose
