In the 1812 scenario, each side get two new options (F4) to recruit new units.
Will this new option be extend at all scenarios in the next patch?

Yes, they will be adapted case by case, along with other changes...

Personaly I think Cav. would be a better option than arty, if I have to pick between the two. Rather have the option to get all three. I can't think of a scenario where I've run short of arty. Especialy as the French.

On a side note. What was the reason for not having hvy cav replacements? And why now that your implementing them, is it in some but not all scenario's?
