Resting Modifiers

Are the modifiers for regaining cohesion through resting accumulative? For exampe, would resting inside a structure in a loyal region result in +0.8?

Yes, all modifiers are cumulative, and the total is also affected by the NM level.
Note that your units gain cohesion points only if they don't move.
You can check also the unit tooltip, cohesion rate per day is indicated.

On a similar vein, what is the level of loyaly a region must have for structures to protect friendly units from weather Attrition. The rules simply state a reasonable level of loyalty. Quantify reasonable please.

Its military control, not loyalty. Does a typo exists in the manual?
50% and more allow you to not get weather damages.
Being in a structure or in the region of a structure you own achieve the same thing for cohesion recuperation (this allow a bit less of micro-managing and can be rationalized anyway)

In french, Manual says , p.41 :
"Important : L’usure des troupes provoquée par le mauvais temps n’a pas d’effet sur les armées qui se trouvent dans une structure
d’une région suffisamment loyale. Notez que ces armées ne doivent pas nécessairement se trouver dans la structure pour
bénéficier d’une protection : une structure protège toutes les troupes de la région qu’elles soient à l’intérieur ou à l’extérieur,
pour éviter un inutile micromanagement."
So need to be fixed in both versions ( at least in the German one also) ...
