I used to play a game called Civil War Generals 2. In this game, there was a scenario creator option. One could place the military units, leaders, goals, etcetera on the map. Basically create everything and set up the campaign. That would be great if someday a patch could be created to add an editor to this game. That way, if someone wanted to create some of Napoleon's earlier campaigns, or early revolutionary campaigns, or a fictional one, it would be possible.

it is actually possible to create new scenarios.
Admittedly this needs some effort of learning how it works as there is no nice graphical editor. You may take a look to the modding section of the forums if interested.
