How to add faction and replacements to the replacement pool

Hi folks!
Looked through the modding guides and posts but couldn't find an answer, hopefully someone can help!
Wanted to add a faction and some replacements in a scenario (talking about Ceasars revenge senario - want to add for example the Nomadic faction and some cavalary replacements in the replacement pool) to the replacement pool.
What files do I have to edit and what in those specific files do I have to edit. Guess it's something in the scenario core file with the lines "ROM |0|0|0|....." Tried to add "NOM |0|0|0|..."
but didn't work
