Why JumpLinkx = x|17?

Why does the default JumpLink terrain seem to be 17? Isn't that a minor river crossing?

Heh, no, I'm not modifying them by hand, just doing some investigation for an idea. And I answered my own question by actually double checking the map; there is indeed a minor river between these regions.
