ForeignEntryKind: question

in LGE_DB_Factions15a_HistMod Exc file, ForeignEntryKind (Column P) we have a note :
[color="RoyalBlue"]$foeCounterer to try preventing an enemy from getting a FE help
$foeAllowed to try getting a FE help.
NULL if not involved.[/color]
Now supposing the two sides are A13 and N13 and Foreign Intervation is aimed to have Austria jointing A13 side, do I have to edit $foeCounterer in N13 faction line and $foeAllowed in A13 faction line?
