Lyon/Price Mod - Making sure the event to get them triggers!

Lyon and Price Mod
I hate it when Price and Lyon don't appear in Missouri because the St. Louis Massacre event didn't occur. I enjoy the struggle in Trans Mississippi and the game loses a bit of fun when Price and Lyon fail to appear because of an 'unlucky' roll.
This is a simple mod that increases the probability of the St. Louis Massacre occuring -- so that there is a much much higher chance of Lyon and Price appearing. There is now only a 1% chance they won't appear instead of the default 25%.

Installation:
1) Extract the file into your Events file and overwrite the existing file.
