Do Promotions Require New Units?

Is it necessary for a promotable general to have a different unit for each rank, as e.g. McClellan for the USA, or can one unit serve a general all the way to the top ranks? Clearly, if there is a need to change the general's ratings or abilities when he is promoted, more than one unit is needed, but what if no such changes are contemplated?
