This is embarrasing, I cannot remember where the interface for appointing governors to regions was. I remember it was in the economic mode map, I checked all the sub-modes, nothing... Any help?

The manual says: Economic/Administrative map mode:
[...], the opportunity to appoint governors by clicking on one of the portraits cards displayed on the right-hand side of the parchment.

I don't see any portraits, maybe no governors are available at the moment? So there is the question: How to get some?

You must go to the Economic map mode, administrative sub-mode.
The active nation currently selected must be the owner of the currently selected region, otherwise you don't see any appointable governor.
Appointable governors list is "refreshed" every months. If you still don't see governors, that means the active nation has no appointable governor for that region.

A similar procedure is done for Bishops, but on city level, not regions, of course.

Yep, the governors appeared couple of months after game start.
