Is it intentional to have no Maryland units to raise as the CSA? I currently control all but one town of the State (that includes Washinton DC which I believe to be included in game terms), but there are no units to raise... I would think at least a token force should be available for a border state like this.

Yes, this is intentional, the code did not allow for splitting the force pool of the same state bteween 2 sides.
On the other hand, the CSA has some Maryland units showing up via events, as well as replacements from recruits taken in the border states (triggered by events).
