Limited move for units without generals

If you are using the hard activation option, I would like to have the option to prevent units without generals from entering an enemy-controlled region. Otherwise, you can just use what seems to me to be rather the "gamey" dodge of intentionally leaving your stacks without leaders. They take a 35% combat value hit but on the upside they can go wherever and whenever they want.
