Thread title says it all. Latest official patch. I attach a savegame. Follow these instructions:
Drag McDowell's stack in Washington onto Farraguts ships at the Potomac mouth. Hit the move by river order. Take McDowells stack and drop it back on Washington region. Poof. McDowell is onboard!
