Possible Mistake?

I noticed that when I build 20 lb artillery in Illinois the computer will name the unit 1st WI Hvy, Bty. A or whatever. Is there some historical reason that the units are named like the came from Wisconsin even though they were raised in Illinois? Or was it a programming mistake? And yes I am using the latest patch.
It isn't that big of a deal since I know that naming is just for flavor anyway. Still, I thought I should bring up a possible bug to those in charge.
