Possible Training Bug

I have been playing the Americans in the 1775 campaign and run into an odd phenomena. I have not trouble training malitia from malitia -> regular -> trained; but only the first 3 elements of any brigade/regiment ever train. The last element never trains.
Is this a new bug or a know bug?
(Bye the bye: have been playing the Jagger Mod. When I wrap this one up I will see if it happnes in the original without the mod.)
