Confused about Control for Victory Points

I still don't understand controlling towns for the purpose of "Controlled Objectives". I know if the region contains regular units the town is considered a "Controlled Objective". What I don't understand is making a town a "Controlled Objective" by control. One thread mentions 51% military control is sufficient to make a town a "Controlled Objective". Another thread mentions 51% loyalty is sufficient to make a town a "Controlled Objective". I am playing one of the revolution scenarios and I have an area that is "controlled by the United States of America (100%)" and "Insurgent: 5% - Tory: 95%". I assume the first is military control and the second is loyalty. To gain the first I had Cavalry in the region in an offensive posture for about 4 or 5 turns. The military control went from about 10% to 100% but the loyalty only improved from about 3% to 5%. Obviously the first is well over 51% and the second is no where near 51%. If military control is what you need then why did I not receive controll of this town? If loyalty is what you need, how do you increase loyalty in a reasonable amount of time?
Any help would be appreciated.

I am from central Ohio and the following are spelled differently than what is on the map
Chilicotte is spelled Chillicothe
Muskigum is spelled Muskingum (I am a graduate of Muskingum College)
Cincinatti is spelled Cincinnati
I don't know if what you have are old spellings or not but that is the way they are spelled now.
Also, the city of Wapokenta is in Auglaize County which is in the western part of the state - well west of the Scioto River, not east of it as shown on the map.
I don't want to seem picky (in fact these mistakes don't bother me at all) but others have suggested corrections and I just thought I would point out the ones that seemed wrong to me.
Anyway - thanks for a great game.
