out-dated manual?

I started a PBEM game many months ago, and am about half through. That was several patches ago, during which there have been many changes to supply rules especially.
When I started the game, I don't think supply was all that critical - it seemed like my units were invariably in supply in practically any situation.
I got in bad habits as a result, and am now seeing my armies disappearing due to poor supply management. I need to get a good grasp of the current rules. Do I just look at the patch notes? Are the manuals updated to reflect changes? thanks for any direction.
