I understand that movement and combat penalties apply to a formation commanded by an inactive general when that formation is moving.

What if a stationary formation, in defensive mode and commanded by an inactive general, is attacked, does the formation still suffer those inactive general combat penalties?

Will the formation still receive the combat bonus of the inactive general if the formation is attacked while stationary?

I think the combat penalty only applies if the inactive general is in enemy territory.

It depends on whether the penalty is activated by movement or territory control combined with command status.

Say the formation moves into enemy territory and then the general goes inactive. In the next turn, you halt the formation and keep it stationary and defensive, would the formation suffer the inactive command combat penalty?

I am also wondering if a formation receives the combat bonuses of a general regardless of whether he is active or inactive. I would think so but I don't know.

You get the 'inactive get caught in battle' penalty, whatever his stance. It only depends of the military control (as the way to see if you are in friendly, neutral or hostile territory) of the region.

So say you are active, enter an hostile territory without any enemy. With some forces, you should be able to change majorly the military control in one turn, meaning that even if you are inactive, you won't get the penalty.

General bonuses apply even if not active.
