Garrisoning for VPs and provincials

If I train all elements in a militia unit to provincials as the Brits, do they count as regulars in terms of occupying cities for VPs? Also I am curious if provincials can be trained to line?

Provincials will be considered as regulars...but they will never be trained to Line
