I just started a new game (using 1.10f or 1.11....not sure what it is called). Playing Montcalm as British.

I hover over Quebec harbor and several others and they show as Blockaded Harbors.

Why?

It's probably due to ice.

if there is a tiny snowflake on the icon, yes.

Duh...that was it. Did I miss that in the manual?
