What does the "red scissor over 3 marching men" mean? Sometimes it is displayed above units on the strategic map.

It means the unit is going to try to intercept a unit in the target province. It should say in the description bar above the subunit icons where it is going (unit to be intercepted). You see this when you are trying to merge with one of your units or you are trying to chase an enemy unit.
