Occasionally, at the start of a turn I find one of my stacks (set to defensive) in the same territory as an enemy stack. When I attempt to set my stack to attack and pursue the enemy I am unable. If the enemy is in an adjacent territory, I can pursue. Is this a bug or working as intended?

this is intended. If you want to engage the enemy, switch to offensive and a battle should happen on day 1.
Pursuit always cease when you are in the same region as the enemy.
