A few guestions...

I've played several of the previous Ageod games (and really like them) so I understand the game mechanics pretty well. In CWII it was pretty easy to get 18 elements per Division. I would usually mix Infantry and artillery. However, In WON there seem to be Divisions where I can't add more elements though they are well below 18. There must be some rule where you can't combine certain types of units. Is that true????

Secondly, as the French there are a lot of generals early in the Grand Campaign. Do Generals without troops add any value to the stack?

Just purchased the game...so I'm sure I'll have more questions later.

Any game play tips, unique to WON would also be appreciated.

Some divisions are not allowing anything else but an additional leader yes. All new divisions are this way.
Some generals might have abilities working for all the stack, that they are in command or not. Otherwise plug a general in each division or brigade allowing that.
