Police units for Minors

I was looking at the units subfolder, and noticed that Spain has a unit of Police (UID 1889) . In our current MP game, I play as Spain, and can say I have not seen any MP units, nor can I purchase new ones. I have listed their attributes below. My question is what is needed to produce police units as Spain (or any other minor, as I would guess they have the same problem).

If there is a human player, a Police unit or two wouild be handy for quelling unrest.

Do police units have a special ability for fighting unrest/militancy other than just their police rating? In my game as the US I've been building nothing but cavalry units as they have higher police ratings per element than any of my infantry units.

I think a typical cavalry corps has a police rating when you combine all its elements of about 26-35 or so depending on how many elements are upgraded, and a single MP element is 7. Is it better still to use the MP instead of a cavalry corps in high militancy provinces, or is it simply just the total police rating of all elements in a region that matters?

You'll need an event to add some in your force pool.

Police units have no special abilities beyond having a good police rating and being cheap.

The US in particular was against standing armies in the streets.

I assume there is work to be done to clone Police for minors from existing Models.

The AI just needs to leave them in the major hotbed cities to help limit unrest. Human players might concentrate them. My theory is that 2 for small countries allowing one in the capital and one to move where needed is reasonable.

I have a few more questions. The Spanish Police unit (UID 1889) says Pol1, not Pol1850 (everyone else's has 1850/1870/1890). Does this make a difference? There is also no techautoupg (compared to the Italians). The model (UID 2047) is also missing model names and a text string (compared to the Italians). Would both of these need to be changed before the unit could be spawned?

PS - the Italian 1850 Police model upgrades to 1890 police (and has the picture of 1870 police) Model UID 1895

I notice that the Ottoman Empire also has Police units. Would they need to written scripted in as well?
