Attributes inactive?

Are attributes inactive if a leaderr is inactive? Reason I ask is I just redeployed Jackson for his move bonus and there seems to be no bonus.

Yes the abilities /attributes have effect also when inactive.
But what you report probably happens because the movement bonus of Jackson probably gets more than compensated with the big movement penalty (-35%) all leader give to their stack when inactive. leure:
Wait for him to activate and you will see the difference.
